Born in 1939 in Nonsan, Yoon began his career as a journalist with The Dong-A Ilbo and Kyunghyang Shinmun before entering politics. He served as chief presidential spokesman and later as Minister of Environment under President Kim Young-sam. His career includes a term in the National Assembly as a proportional representative with the conservative Grand National Party.
Yoon made headlines in 2000 when he orchestrated a sweeping nomination reform for Lee Hoi-chang’s Grand National Party, ousting high-profile figures and contributing to a general election victory. However, the same reforms are considered by some analysts as a key factor in the party’s subsequent presidential defeat due to intra-party division.
