국민의힘 김용태 비상대책위원장은 21일 국회에서 기자회견을 열고 김건희 여사 논란에 대해 당 차원의 사과와 함께, 영부인 제도화 및 감시체계 강화를 골자로 한 3대 개혁방안을 발표했다.
김 위원장은 윤석열 전 대통령의 탈당에 이어 김건희 여사와 관련된 국민적 우려에 진정성 있게 반성하며, 국민에게 고개 숙여 사과한다고 말했다. 그는 그동안 당이 김 여사의 과거 행위에 대해 충분히 성찰하지 못했다고 인정하며, 이를 계기로 보수정당으로서의 본질적 전환을 약속했다.
하지만 김건희 여사의 과거 잘못을 판단하는 과정에 대해서는 검찰에 맡기겠다고 말하며 특검법은 당분간 추진하지 않기로 해 결국 김혜경 여사만을 타깃으로한 영부인 검증안이라는 비판이 일었다.
이날 회견에서 김 위원장은 영부인의 공적 책임과 검증 필요성을 강조하며 다음 세 가지 개혁방안을 제시했다.
첫째, 영부인의 과거와 활동 전반에 대해 국민의 알 권리를 보장하는 투명한 검증 시스템을 구축하겠다는 방침이다. 그는 영부인의 과거에 잘못이 있을 때 사적 영역이라며 은폐해서는 안 된다고 주장했다.
둘째로, 대통령 배우자에게 일정한 공적 역할과 책임을 부여하는 제도화를 추진하겠다고 밝혔다. 그는 제22대 국회에서 관련 입법 논의가 이뤄지고 있는 만큼, 예산 집행의 투명성 강화와 법적 책임 부여 방안도 병행하겠다고 설명했다.
셋째, 대통령 친인척과 측근에 대한 감시·감찰 기능을 권력 의지에 휘둘리지 않도록 제도적으로 보완할 것이라고 예고했다.
김 위원장은 "이 문제를 특정 정권의 문제로 축소하거나, 검증 자체를 회피하는 자세는 진정성이 없다"고 지적하며, 과거 이재명 후보의 아내인 김혜경 여사 자신도 무한 검증의 필요성을 강조한 바 있다고 언급했다. 이어 그는 진보든 보수든 대통령 가족으로부터 자유롭지 못했던 제6공화국의 실패를 반복하지 않기 위한 조치라고 덧붙였다.
제6공화국의 실패를 반복하지 않으려면 가장 큰 비리의 주인공으로 여겨지는 김건희 문제를 선해결해야 하는데 그것에 대한 복안은 김 위원장에게 없어보였다. 그리고 김건희 여사의 무엇을 사과하는지도 적시하지 않았다.
국민의힘은 제시된 대안을 실천에 옮기며, 책임 있는 보수정당으로 거듭나겠다고 그는 강조했는데 공허한 소리처럼 들렸다. 김 위원장은 "국민이 바라는 영부인의 위상과 역할을 바로 세워, 무한 권력욕을 가진 범죄 세력으로부터 국가 공동체를 지키는 데 앞장서겠다"고 말했다.
이미 범죄 세력으로부터 국가 공동체를 지키지 못한 국민의힘은 새로운 제안을 내놓는 게 아니라 깊은 사과를 여러 차례 해 국민의 마음을 달래주는 게 바른 방법이다.
발표문을 읽은 후 김용태 위원장은 기자들의 질문에 답했는데 영부인 검증 절차와 관련한 구체적 방안에 대한 질문에 "민주당이 원하는 검증 방식이 있다면 어떤 형태든 수용할 의향이 있다"고 답했다. 민주당이 원하는 검증 방식을 요구하는 것은 김건희 여사의 문제를 해결한 후에 하는 게 순서이다. 그는 전날 영부인 TV토론에 이어 논리적이지도 합리적이지도 않은 제안을 또다시 던졌다. 김 위원장은 “(어제 제안한 영부인) TV 토론 방식이 아니더라도 이재명 후보 측에서 제안하는 방식이 있다면 검토하겠다”고 덧붙였다.
이준석 후보가 ‘배우자 리스크가 없는 후보에게 과도한 요구’라는 입장을 밝혔다는 지적에 대해선, “이 후보는 해당 리스크가 없는 만큼 문제의 본질을 알고 있을 것이고, 개혁신당에서도 관련 법안을 선제적으로 냈던 만큼 저희와 취지가 다르지 않다”고 말했다.
한편, 김용태 위원장은 이날 윤석열 전 대통령이 부정선거를 다룬 영화를 관람한 데 대한 견해를 묻는 질문엔 “윤 전 대통령은 이미 탈당한 상태이며 당과는 무관하다”고 선을 그으면서도 “국민들께 계엄 충격을 안긴 인물로서 지금은 자중할 때”라고 개인적인 비판을 덧붙였다.
김건희 여사에 대한 특검 추진 가능성을 묻는 질문에는 “검찰의 수사가 먼저다. 수사 의지와 역량을 먼저 확인한 뒤, 부족하다고 판단되면 특검 도입도 검토할 수 있다”고 밝혔다. 일부에서 제기된 ‘시점이 늦었다’는 비판에 대해선, “대선 과정 중 국민의 알 권리를 고려해 이 시점에라도 반드시 짚고 가야 한다고 판단했다”고 설명했다.
영부인의 국정 개입을 제도적으로 차단할 방안이 있느냐는 질문에 대해서는, “제가 취임과 동시에 당·청 분리의 3대 원칙을 천명한 바 있다”며 이 원칙에 따라 자연스럽게 우려가 해소될 것이라고 덧붙였다.
김 위원장은 “정권을 가리지 않고 반복되어온 문제에 대해 반성하는 보수의 자세로 개혁을 이끌겠다”고 강조했다.
People Power Party’s Kim Yong-tae Apologizes Over First Lady Controversy, Proposes Institutional Reforms
On May 21, Kim Yong-tae, an interim leader of South Korea’s ruling People Power Party (PPP), held a press conference at the National Assembly to apologize over ongoing controversies surrounding former First Lady Kim Keon-hee. In addition to the apology, Kim proposed three major reforms concerning the role of the First Lady, aiming to institutionalize responsibilities and enhance oversight.
Kim acknowledged that the party had failed to properly reflect on past conduct involving Kim Keon-hee and admitted the need for sincere introspection. “In light of former President Yoon Suk-yeol’s departure from the party, and amid growing public concern over the First Lady, I bow my head in apology,” he said.
The reform agenda unveiled by Kim includes:

Establishing a transparent vetting system for presidential spouses to guarantee the public's right to know,

Institutionalizing the First Lady’s public roles and responsibilities, and

Reinforcing independent oversight mechanisms for presidential relatives and close aides.
Kim emphasized that “past wrongdoings cannot be concealed under the pretext of being private matters” and said the First Lady’s conduct should be subject to public scrutiny. He noted that discussions for legal institutionalization are already underway in the 22nd National Assembly and pledged that financial transparency and legal accountability will be integral parts of the new system.
However, criticism emerged that the proposal may be politically targeted at opposition leader Lee Jae-myung’s wife, Kim Hye-kyung. Kim’s refusal to push forward with a special counsel probe into Kim Keon-hee’s alleged wrongdoings has also fueled skepticism. Critics questioned the sincerity of the reform, pointing out that it lacks concrete plans to address the most pressing scandals involving Kim Keon-hee.
In response to a reporter's question, Kim said he was open to accepting any verification procedure the Democratic Party prefers, even hinting at the possibility of televised debates involving First Ladies. However, this stance was seen as inconsistent and logically flawed, especially since no resolution has yet been offered regarding Kim Keon-hee’s controversies.
Regarding criticism from New Reform Party’s candidate Lee Jun-seok, who argued that candidates without spouse-related risks were being unfairly targeted, Kim responded that Lee’s party had already proposed similar legislation and that their reform intentions were not at odds.
Kim also distanced the party from former President Yoon Suk-yeol’s recent viewing of a film dealing with alleged election fraud, stressing that Yoon was no longer a PPP member. Still, Kim added a personal rebuke, saying Yoon should “exercise restraint” considering his past behavior that shocked the public.
When asked about the possibility of appointing a special prosecutor to investigate Kim Keon-hee, Kim stated that the decision would depend on the outcomes of current prosecutorial investigations. “If those efforts are found lacking, a special counsel will be considered,” he said.
Kim concluded the press conference by reiterating the need for reforms that transcend partisan lines. “We must break the cycle of corruption involving presidential families that has persisted throughout the Sixth Republic. As a responsible conservative party, we will lead the change,” he asserted.
